Overview
The package of laws generally referred to as Williams legislation resulted from a 2004 lawsuit settlement, Williams, et al., vs. the State of California. Williams legislation ensures that all students have equitable access to a quality education and applies to all schools.
Williams legislation requires that all students have access to:
- Textbooks and instructional materials
- Safe, clean, and functional school facilities
- Qualified teachers
Schools are also required to provide:
- Accurate reporting on the School Accountability Report Card (SARC)
- A way to report violations (Williams Complaint Procedures)
County offices are required to monitor schools identified by the CDE:
- To verify access to instructional materials within the first 20 school days
- To verify safe, clean, and functional school facilities

How are schools eligible for monitoring?
Schools eligible for Comprehensive Support and Improvement (CSI) or Additional Targeted Support and Improvement (ATSI) or having 15% or more of its teachers without a preliminary or full teaching credential.
